Mohamed Ali Alabbar, born on November 8, 1956, in Dubai, United Arab Emirates, is a prominent Emirati businessman and global entrepreneur. He is best known as the founder and chairman of Emaar Properties, the developer behind iconic landmarks such as the Burj Khalifa and Dubai Mall. Additionally, he founded and chairs Eagle Hills, a private investment and real estate company, and played a key role in establishing the e-commerce platform noon. Alabbar holds a degree in Finance and Business Administration from Seattle University, which he completed in 1981.

Eagle Hills and the Ministry of Economy & Sustainable Development of Georgia have signed a term sheet for a USD 6.5 billion investment into two visionary master-planned developments in Georgia: "Tbilisi Waterfront" in the capital and "Gonio Yachts & Marina" on the Black Sea coast. These projects are projected to add more than USD 7 billion to Georgia's GDP over the next decade, generate over 31,000 new jobs and attract in excess of USD 10 billion in foreign direct investment, with more than 370,000 new tourists annually expected.
